Criminal Sexual Act in the First Degree Arrest

On June 3, 2019, at about 5:10pm, Seneca County Sheriff’s Investigators arrested Elisia M. Panipinto, age 21, of 3450 West Covert Road, Interlaken, New York, on a charge of Criminal Sexual Act in the First Degree, a Class B Felony.  The arrest stems from an investigation where Panipinto allegedly subjected a victim to sexual contact while the victim was unable to give consent on June 1, 2019 at a Town of Varick residence.  Panipinto was arraigned in the Seneca County Centralized Arraignment Court and remanded to the Seneca County Correctional Facility on $5,000 cash bail/$10,000 secured bond.  Panipinto is to reappear in the Town of Varick on June 7, 2019, at 12pm.

Arrest

The Seneca County Sheriff’s Office reports that on May 30th, 2019, members of the Narcotics Unit arrested Berain L. Winfield, age 36, of Syracuse, N.Y. The arrest stems from an investigation where it is alleged that Winfield had stolen a vehicle from a Town of Seneca Falls residence on April 23rd 2019 . The stolen vehicle was recovered from inside a locked garage at a residence located in the Village of Waterloo where Winfield allegedly parked it in an attempt to conceal its location. Winfield was charged with Criminal Possession of Stolen Property in the Third Degree (Class D Felony) relating to the stolen vehicle. In addition, New York State Parole issued a warrant for Winfield for violating the conditions of parole. Winfield is currently being held at the Seneca County Correctional Facility on the parole violation and is awaiting further court action.

Aggravated DWI arrest

The Seneca County Sheriff’s Office Reports on 06/01/2019 at approximately 01:00 A.M., Deputies arrested Anne E. Steger, age 62, of 144 Sandoris Circle, Rochester, NY, for Aggravated DWI. The arrest stems from a traffic stop On Rt 414 in the Town of Tyre , when Deputies observed a vehicle driving with an inadequate headlight and swerving into the opposite lane. After stopping the vehicle, Deputies discovered Steger to be intoxicated. Steger was arrested and issued UTT’s for Aggravated DWI, Failure to Keep Right, and No/Inadequate Headlamp. Steger was committed to the Seneca County Correctional Facility and held awaiting arraignment.

Agg Harassment 2nd arrest / Domestic incident

The Seneca County Sheriff’s Office reports on 5/30/19 at approximately 2:48 pm Deputies arrested Kelly J. Arnold, age 56 of  1755 Burgess Rd Waterloo, for Aggravated Harassment in the Second Degree,  a class A Misdemeanor. Deputies responded to a complaint in the Town of Ovid where it is alleged Arnold was sending life threatening texts to the Town of Ovid victim via telephone. After obtaining a statement and evidence Deputies left the residence to further investigate when the victim contacted 911 stating Arnold was at the residence. Shortly after the 911 call responding Deputies successfully apprehended Arnold without incident. Arnold was transferred to the custody of the Seneca County Jail where he will await arraignment in CAP Court on 5/30/19 at 1900 hrs.

Domestic incident arrest

 

The Seneca County Sheriff’s Office reports that on May 27, 2019 at 7:20  PM,Sheriff’s Deputies arrested Anthony J Manza , 27, of 26 E Water Street Waterloo NY, on Miller Rd in the Town of Fayette. Deputies responded  to a Domestic Incident were Manza destroyed personal property, struck 2 females and a child under the age of 2 . Manza was charged with 2 counts of Harassment 2nd, Endangering the Welfare of a child, and Criminal Mischief 4th. Manza was transported to Seneca County Central Arraignment and released on his own recognizance to appear in Fayette Town Court on June 6th.

Endangering the Welfare of a Child Arrest

The Seneca County Sheriff’s Office reports that Investigators arrested Christy B. Wilcox, age 43 of 3557 West Avenue, Interlaken, New York. Wilcox was charged on May 20th, 2019 with one count of Endangering the Welfare of a Child for her involvement and actions involving a juvenile in the Town of Covert.  In an effort to protect the identity of the juvenile, further information on the specifics of the allegations are not being released.

Wilcox is scheduled to appear in the Town of Covert Court on June 3rd, 2019 to answer the charge.

Endangering the Welfare of a Child Arrest

The Seneca County Sheriff’s Office reports Investigators arrested a 19 year old Lodi resident for Endangering the Welfare of a Child. Dylan J Palmer, of Brokaw Rd in Lodi, is accused of engaging in an inappropriate sexual oriented conversation with a 13 year old female victim. The two met on a social media platform and engaged in a conversation that spanned over the course of two months. Palmer was released on an appearance ticket. He is scheduled to appear at the Fayette Town Court on June 5, 2019 to answer the charge.

DWI arrest

The Seneca County Sheriff’s Office reports on May 18, 2019 at 10:00 PM, Sheriff’s Deputies arrested Dwayne A Crisp, 46, of 19 West Ave Geneva NY on State Route 96 in the Town of Waterloo. Crisp was charged with Driving While Intoxicated, Aggravated Driving while Intoxicated and Speeding. Crisp was committed to the Seneca County Correctional Facility to await centralized arraignment.

Official Misconduct and Endangering the Welfare of a Child

May 16, 2019, at about 10:40pm, Seneca County Sheriff’s Investigators arrested Elisia M. Panipinto, age 20, of 3450 West Covert Road, Interlaken, New York, on charges of Official Misconduct and Endangering the Welfare of a Child. The charges stem from an investigation of an alleged inappropriate relationship between Panipinto and a child in the eighth grade of the South Seneca Central School District. At the time of the alleged incident, Panipinto was employed as an Interlaken Village Police Officer serving duties as a School Resource Officer for the South Seneca Central School District. Based upon the investigation, Sheriff’s Investigators allege that Panipinto used her official capacity as a police officer to gain access to the child while at school and cultivated a physical, romantic relationship. There is no evidence of sexual conduct at this time or any indication of further victims.

The investigation was commenced after  a complaint was lodged by the Interlaken Police Department and the South Seneca Central School District.

Panipinto was arraigned in the Seneca County Centralized Arraignment Court and remanded to the Seneca County Correctional Facility on $250 cash bail/$500 secured bond. Panipinto is to reappear in the Ovid Town Court at a later date. A Class A Order of Protection was issued on behalf of the victim.
