Press Release - Domestic Violence Incident

On Tuesday 09/20/2016, Seneca County Sheriff’s Office responded to a volatile domestic violence incident that resulted in multiple charges. Arrested was Joshua W Manko, age 30, of 385 Waterloo-Geneva Road Apartment A2 , in the Town of Waterloo, N.Y. Deputies responded to that address at about 5:00 PM. It was determined that Manko had threatened two adult family members with a butterfly, gravity knife. Manko had allegedly chased and threatened these family members with the knife and attempted to prevent then from leaving the scene. One Adult member crashed their car into a sign post while trying to escape.

When deputies arrived Manko was in the apartment, with the knife, with two young children ages 7 and 10. He refused to come out or let the children come out. Deputies began negotiations with Manko through the front door of the apartment. The Officers continued to encourage Manko to let the children out and comply but he refused.

Manko then drew what appeared to be a semi automatic pistol from behind his back and pointed it at the police negotiator threatening to kill him. The police negotiator drew his service pistol but did not fire because the two children were at the side of the suspect. After a brief stand off, Manko gave one of the children the pistol. At this point Deputies forcibly breeched the door and entered the apartment. Manko resisted arrest, fighting with the Officers, but was subdued without injury to anyone.

The butterfly knife and pistol were secured at the scene. The pistol was discovered to be an air pistol replica of a Winchester large caliber handgun. The children were turned over to relatives; Deputies will be working with Child Protective Services on 09/21/2016.

Manko was charged with: 2 counts of reckless endangerment 1st degree, 2 counts of menacing in the second degree, 2 counts of endangering the welfare of a child, Criminal Possession of a weapon in the 3rd degree, Obstructing governmental administration, Unlawfully dealing with a child in the first degree, resisting arrest and unlawful possession of marijuana.

Manko was arraigned in the Town of Waterloo Court and remanded to the Seneca County Correctional Facility with no bail. An order of protection was issued by the court.

The investigation is continuing.
